The Kosovo conflict in 1998-1999 involved the conflict between Albanians and Serbs (the Yugoslavia government was controlled by the Serbians), a war that ultimately involved NATO bombing campaigns, which included the intentional destruction of the Chinese embassy in Belgrade, as it was used to transmit Yugoslav army communications.
[…] they knew in April that the Chinese embassy was acting as a 'rebro' [rebroadcast] station for the Yugoslav army (VJ) after alliance jets had successfully silenced [Yugoslavian, Serbian] Milosevic's own transmitters.
Despite the attack, the US government claimed it was a ‘mistake’:
The official Nato line, as expressed by President Bill Clinton and CIA director George Tenet, was that the attack on the Chinese Embassy was a mistake.
History Repeats Itself
Russian government backed Intel Slava Z has reported that Albanians are planning to retaliate against Serbians:
Albanians are preparing "hell" for Serbs in Kosovo, - Serbian Foreign Minister
Their plans include ‘cancelling Serbian car registration documents’:
The Kosovo Albanian authorities of the self-proclaimed Republic of Kosovo are planning to take new steps to cancel the documents and car numbers issued by the Serbian leadership
The issue reportedly - although hard to verify due to the lack of reporting - relates to the region of Pristina in Kosovo.
Kosovo police had reported there were protests back on June 15th, over a month ago, it claimed (via translation) it was being done by “KLA veterans”. KLA stands for “Kosovo Liberation Army”, and represented the Albanians during the Kosovo war.
A day after, GlobalVoices.org reported that there 73 bomb threats in the Pristina region, by both the KLA and KEK [Korporata Energjetike e Kosovës, or ‘Kosovo Energy Corporation’] union. This also included bomb threats at Pristina airport.
Not Unprecedented
The suggestion Albania is likely to attack Serbs again isn’t entirely absurd. An article penned back in June by Euractiv mentioned that Serbian politician Aleksandar Vučić, the current President of the Republic of Serbia:
[…] accuses Pristina of preparing assault on Kosovo’s majority-Serb area
The article mentions the same licence-plate and car registration document revocation plans noted at the start of this article:
According to him, the deadline to replace Serbian licence plates on 30 September set by the government coincided with the date for when the “assault” is set to begin.
Given the worldwide political and war tensions, it would be extremely wise for the international community to not ignore this brewing hotbed of discontent, as there could very likely be a massacre or even a genocide in the works.
